Instructions

- Mix Dry Ingredients: In another bowl, whisk together the flour, 1/4 cup sugar, baking powder, and salt.

- Add Milk: Stir in the milk gradually until the dough just comes together.

- Whip the Cream: Whip the heavy cream with vanilla until soft peaks form.
